ORDER

As per G.O. read as 1st paper above Government have constituted a Mission for the effective implementation of Clean Kerala Project. The Empowered Committee for Clean Kerala Mission in its meeting held on 14-09-04 decided to extent financial support to Urban Local bodies (ULBs) and Grama Panchayats for implementation of Clean Kerala Project and further delegation of powers to Project Director for the smooth and effective functioning of Clean Kerala Mission.

The Mission Director in his note read as 5th paper above has requested Government Orders in this regard.

Government have examined the matter in detail and are pleased to order as follows:

1. The Government considered the proposal for extending financial support to the ULBs for implementing Model Integrated Solid Waste Management System from the provision of Rs 10 crore made in the supplementary grant to Clean Kerala Mission. The proposal to earmark Rs.550 lakh to extend financial assistance to ULBs is approved subject to the conditions that the ULBs seeking such support should have;

  • a comprehensive project proposal in tune with Municipal Solid Waste (Management and Handling) Rules, 2000 and Guidelines of the State Planning Board.
  • constituted an implementation committee for the Municipal Solid Waste Management project with Municipal Chairman, Standing Committee Chairman (Health), Council member representing the ward where the processing plant and sanitary landfill are proposed, Municipal Engineer and Health Supervisor as members.
  • a Detailed Project Report comprising engineering details, procurement specifications, specific work plan, implementation schedule, monitorable targets and monitoring set up. The monitoring set up should have at least one practicing medical doctor, one engineer, one senior citizen of the ULB, two persons (preferably one woman) from the locality where the processing plant is proposed and the members of the Project Implementation Committee as its members.
  • a specific plan for awareness and IEC campaign to bring about an attitudinal change among the population.

The Government hereby direct the Mission to extend financial support based on the following criteria for an average ULB:

a) 100% for remediation of existing dump yard to a clean SWM yard with a ceiling of Rs. 5 lakh
b) 100% for Awareness and IEC campaign for effective popularization of 'Segregated Waste Collection', principles of 'No Waste on Ground', 'Reduce, Reuse, Recycle, Recover and Replace waste', 'Decentralized Waste Management' etc. with a ceiling of Rs.5 lakh
c) 100% assistance for introducing segregated storage and collection system from source with a ceiling of Rs.10 lakh
d) 25% assistance for improving transportation system and setting up or modernizing processing plant with a ceiling of Rs.30 lakh
e) 100% assistance for setting up a model engineered landfill for one year with a ceiling of Rs.10 lakh.

2. The Government considered the need for immediate intervention with respect to Solid Waste Management in case of Grama Panchayats in which Block/Taluk/District Head Quarters are located or have major markets, tourism relative activities, drinking water resources etc. Accordingly, the Government hereby approve the proposal for earmarking Rs 115 lakh from the fund made available to the Mission and extend financial support to such Panchayats subject to the conditions that the Grama Panchayats should

  • possess or procure sufficient land for installing processing plant and developing sanitary landfill site.
  • have a project for implementing solid waste management system comprising of collection, transportation, processing and sanitary land filling components.
  • prefer decentralized waste management options and vermi-composting process.
  • express commitment to make use of the solid waste management project for gradually shifting to organic farming practices.
  • have a specific plan for awareness and IEC campaign to bring about an attitudinal change among the population in line with the waste management principles of Reduce, Reuse and Recycle.
  • have constituted an implementation committee for the project with its President, Standing Committee Chairman, Member representing the ward where the processing plant and sanitary landfill are proposed, Agricultural Officer, Veterinary Officer and an Engineer.
The Government directs the Mission to limit the quantum of funding to the tune of 5 to 10 lakh for one GP so as to reach at least 15 to 20 GPs during the year 2004-05.

3. The Government considered the implementation of support programme and approve the following:

a) To earmark an amount of Rs.116 lakhs and extend financial support to LSGIs for developing green belt and implementing environmental management measures in the solid waste management site maintained by them based on a detailed work plan and technical assessment by the mission with a ceiling of Rs.5 lakh for one LSGI. Those LSGIs who takes up the scheme of modern way side comfort stations will be given a financial assistance of Rs. 2 lakh.

b) To earmark an amount of Rs. 35 lakh and extend project support to school eco-clubs through the nodal agency of school eco-club programme; the Kerala unit of World Wide Fund for Nature - India. The Government also agree to the idea of providing environmental education opportunities and enabling children to address the environmental problem facing the society, they live in, by taking up awareness campaign, training, seminar, workshops, model action research projects etc.

c) To earmark an amount of Rs. 50 lakh from the fund allotted to Clean Kerala Mission and support the Community Development Societies (CDS) of Grama Panchayats and smaller Municipalities. This is to enable the LSGIs to outsource the municipal solid waste management activity to micro enterprises of women from poor families and enable the CDS to promote micro enterprises based vermi/windrow composting and/or biogas technology using waste collected form markets, hotels, chicken stalls and such other sources. The fund will be used by the CDS to support the micro enterprise units for setting up processing plants and developing sanitary land fill site by providing subsidy for capital investment on the project. The mission is also authorized to consider promotion of micro enterprise units for operation and maintenance of modern way side comfort stations promoted by the LSGIs.

d) To earmark an amount of Rs 25 lakh from the fund allotted to the Mission and to support LSGIs to provide incentives to promote adoption of chicken waste treatment by the chicken stall owners and waste management system for slaughter based on appropriate proposals and their evaluation.

e) To earmark an amount of Rs 22 lakh from the fund allotted to the Mission and extend it for organizing intensive awareness campaign through various Government, Non-Government and Social Organizations in the form of National Environmental Awareness Campaign by supporting them based on project proposals submitted them and evaluated and approved by a Committee constituted by the Mission. The organization will conduct programmes such as seminars, workshops, kalajathas, street plays and such other mode of popularization activities. 50% of the fund will be given to the sanctioned proposal as advance and the rest 50% on satisfactory completion of the project.

f) To earmark an amount of Rs.87 lakh from the fund allotted to the Mission and expend it for preparing publicity materials such as posters, stickers, short-films etc., publicity through print and electronic media and awareness, IEC and training campaign.

g) The allotment of funds under this scheme will be staggered in 3 installments after assessing the progress in implementation of the project by the Director, Clean Kerala Mission.

4. In partial modification of the Government Order read as 3rd above the government hereby delegate powers to the Mission Director to sign the cheques for effecting payment or withdrawal of money from the bank account of the Clean Kerala Project for official purpose up to and including an amount of Rs.50, 000/- (Rupees fifty thousand only) per cheque. The Mission Chief and the Director will jointly sign all the cheques above this limit.
